Job Title: Base and Facilities Officer
Location: Kimambi, Liwale District, Lindi Region
Reports to: Logistics Manager

Médecins Sans Frontières (MSF) is an international, independent medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters, and exclusion from healthcare. MSF provides assistance based solely on need, irrespective of race, religion, gender, or political affiliation. MSF is guided by the principles of neutrality and impartiality, which apply to all staff.

Main Purpose
To carry out or supervise all maintenance logistics activities at the base, including vehicles, fuel consumption, infrastructure, and equipment, according to MSF standards and protocols, ensuring materials, infrastructure, and vehicles are in optimal working condition.

Key Accountabilities
  • Plan vehicle movements, track trips, and ensure implementation of security measures.
  • Monitor supply, fuel, and lubricant consumption across all facilities (office, house, store, etc.).
  • Ensure proper maintenance of premises, gardens, courtyards, and waste disposal.
  • Inspect facilities (water supply, electrical systems, walls, ceilings, security conditions) and identify rehabilitation needs.
  • Maintain logistics equipment including cold chain, energy, IT, and communication systems.
  • Manage inventories, reallocation of equipment, and renewal of radio-use authorizations with authorities.
  • Verify the quality of work carried out on generators and electrical installations.
  • Prepare and follow up orders, ensure proper reception and condition of goods.
  • Carry out local purchases and report any issues related to availability or quality.
  • Participate in trainings as requested by the line manager.
Context-Specific Accountabilities
  • Conduct minor maintenance in plumbing, electricity, and basic construction.
  • Support the supply team when required.
  • Track and manage vehicles at Kimambi sub-base (ambulance and support vehicle).
  • Ensure security at the sub-base, dispensary, and during village visits.
  • Oversee correct operation of MSF equipment including generators, laptops, and communication tools.
  • Manage regular consumables (drinking water, fuel, cleaning supplies, etc.) and maintain equipment and furniture inventories.
  • Schedule support vehicle movements for community medical visits.
  • Perform daily external vehicle checks with drivers and report incidents.
  • Support waste management at Kimambi Waste Zone, including burner, glass crusher, and SBR.
  • Join community visitation days to support medical activities.
  • Share relevant community information with the line manager, particularly suspected cholera cases.
  • Build and maintain good relationships with village authorities to ensure smooth operations.
  • Assist the Watsan team in safe water provision and waste management.
  • Report security incidents and ensure full adherence to safety protocols.
Project Context
MSF has been working in Tanzania since 1993, supporting the Ministry of Health in epidemic response and healthcare delivery. Since 2015, MSF has provided emergency medical and Watsan support during cholera outbreaks in Kigoma region.

The Liwale Project, launched in December 2022, is an integrated program supporting community-based, primary, and secondary health care for mothers and children under five. MSF currently supports seven health facilities, including four secondary facilities (one district hospital, three health centres) offering CEmONC services, and three primary health care facilities offering BEmONC services. Support includes recruitment facilitation, supply provision, staff empowerment, referrals, Watsan activities, and rehabilitation.

Minimum Requirements
  • Essential: Secondary education
  • Desirable: Experience with other NGOs
  • Computer literacy and user knowledge of radio equipment
  • Good command of English and Kiswahili

The selected person must live in Kimambi. MSF will not provide accommodation support. Residents of Kimambi will be given priority. Women and people from minority groups are encouraged to apply.
